No signed inventory=No permitted deductions from the deposit
A signed inventory without proof that an item was directly damaged by a tenant=No permitted deductions from the deposit.

No-ones side - both tenant and landlord/letting agent should fulfill their respective obligations.
Don't shoot the messenger on this one. It is a fact that landlords who do not have accurate, thorough dual signed inventories will inevitably fail court action brought against them by their tenants who are challenging deposit deductions based on delapidations. |

| You are sadly right. The chips are stacked firmly against landlords these days. Indipendant Inventories can in the longrun save any landlord £1000's should a dispute be opened. |

Doubt it very much, unless perhaps there were admin fees detailed in the contract that you failed to pay and have thus been deducted after check-out, for example, to cover the cost of the inventory inspection.
Landlords can charge admin fees but admin fees tend to be charged upfront, with the tenants knowledge and not retrospectively billed on a deposit. If it's the first time you'd heard of these 'fees' and they aren't mentioned elsewhere, your case could be strong to challenge them through civil means.
