It depends on your age, whether you are going alone, and your budget, of course. I was there for the carnival this year, and I rented an apartment. The hotels were too expensive, in my opinion, and I found that I could rent an apartment for 10 days for the same price as 5 days during that period. It wasn't cheap, but I found it worthwhile. I was based in the Ipanema area, which I found very enjoyable.
There seem to be plenty of cheap hostels, etc., but they don't really appeal to me as they seem to cater to the younger end, plus I prefer to be fairly central.
The carnival itself is well worth seeing, and I fully intend to be there next year too! I bought a ticket for Sector 7 at the carnival this year, and I would choose the same sector again. The seats are unallocated, but one is amongst mainly Brasilians, and therefore the atmosphere is so much better!
Security can be an issue in Rio. When leaving the Sambodromo, it is worthwhile queuing for the 'safe' taxis. It can be quite a wait, but at least you will get back to your lodging safely; which is generally a good thing, in my opinion!!
