Lived in Leeds for a couple of months. Definately way cheaper than London (but isn't everywhere). A lot more friendly than London too, you might actually have pleasant conversations with people who serve you in shops. There was a pretty good bus service and I seem to remember it being quite cheap. The city centre had all the shops you'd expect. Some nice parks eg: Roundhay. There are good transport links to most of Yorkshire and beyond. I lived in Potternewton which had large Muslim and Caribeen populations but was pretty safe. I was told to stay away from Chapletown though, supposed to be very dodgey. York is very nice, but only visited there once, very historic.
