They barely do, which is sad for the child. How can a child raise a child? |

from what i've seen the children raise themselves, the older ones looking after the younger. Maybe its too easy, generations of the same families never working. |

| It will take generations, slowly raising the education levels of these ppl. Decent sex education may help rather than tip toeing around the issue. |

If you remove those benefits then you would be punishing the child. |
