BBFC disagrees with it. Bums on seats will disagree. And the council in question hasn't implemented it.

And, infringes no rights - you have no right of entry to any cinema, and no right to see any films.

Come back with an infringement of a fundamental right that is forced upon everyone against the democratic process, and we'll consider the existence of a New World Order!
