The nothern suburbs Whitchurch, Llanishen, Rhiwbina are safe with good schools. Good facilities and transport but maybe not too lively.
If you are rich Roath Park has great schools and beautiful park ...

Check the address etc. as others have said.
Then if you plan to go ahead just pay for one night in advance and the rest when you arrive.
That is how most hotels etc. work.

They are minor repairs that could be done in a few hours.
Why not just fix the problems and get on with the letting?
You seem to be making a big issue over such a small problem.

Fees are often equivalent to a weeks rent + VAT, so approx 28% + VAT

The 35% you have agreed to pay is not much more.

There are many flats available for under £250.
OK, they may not be in the best areas but they do exist. Example below from glowbiix.com and there are many cheaper than this, One beds from £170 ish. ...

I agree, the point I was trying to make was that the rent on 'executive ie. expensive) flats is falling but rent the cheaper flats is going up. That include the £250 studio 'kennels'!

Rents may be falling on the very expensive (£600pw+) flats.
However rent on 'cheaper' flats (£250+) is going up in many areas.

All the areas that Scammy Scam suggests are lovely. Unfortunately they are also very expensive and you are unlikely to be able to rent a shoebox on your budget.
